The Adamawa State Ministry of Education and Human Capital Development has opened bids for the construction of male and female hostels across selected tertiary institutions, alongside other infrastructure and facility development projects aimed at improving the state’s education sector.

The bid opening, held on Thursday, October 15, 2026, at the ministry’s conference hall in Yola, covered 11 lots for hostel construction across five tertiary institutions and the Nigerian Law School, Yola, as well as road networks, drainage systems, landscaping and the furnishing and equipping of Mega Science Secondary Schools.

Speaking at the event, the Permanent Secretary of the ministry, Hajiya Aisha Mahmoud Umar, said the exercise was part of the state government’s commitment to transparency, accountability and quality service delivery in the education sector.

She said Governor Ahmadu Umaru Fintiri had consistently prioritised education since assuming office in 2019, adding that the ministry remained committed to implementing government policies and projects designed to strengthen educational infrastructure.

Umar explained that the bidding process was designed to ensure fairness and give qualified contractors an opportunity to compete for government projects, rather than allowing contracts to be awarded through a process that could raise questions about transparency.

She also stressed that the ministry would not compromise on the quality of work, particularly in projects involving schools and other facilities used by students.

According to her, the ministry conducts regular monitoring visits from the commencement of projects to ensure contractors comply with approved specifications and deliver quality work.

She said the safety and well-being of students remained paramount, noting that the government’s priority was to ensure that public funds translated into durable infrastructure and better learning environments.

Also speaking, Yunusa Mohammed, a procurement officer representing the Director-General of the Adamawa State Bureau for Public Procurement, described the public opening of bids as a critical component of transparency in government procurement.

He explained that the ministry was using selective tendering for the exercise, under which requests for quotations were sent to eligible contractors registered in the ministry’s database.

Yunusa said contractors submitted their bids electronically through the state’s e-procurement platform, noting that the Ministry of Education was among nine ministries, departments and agencies currently using the system in Adamawa State.

He added that procurement regulations require bids to be opened immediately after the submission deadline, allowing the process to be witnessed and the submitted prices read out.

According to him, under selective tendering, requests for quotations may be sent to between three and seven contractors for goods, while the applicable range for services is between three and ten contractors.

He further explained that national competitive bidding follows a different procedure, usually requiring public advertisement in at least two national newspapers, including one with national circulation.

The projects include the construction of male and female hostel blocks at Adamawa State Polytechnic, Yola and Numan campuses; the College of Technology, Innovation and Entrepreneurship Studies in Gulak; the College of Education, Hong; and the College of Agriculture, Ganye. Another hostel project is planned for the Nigerian Law School in Yola.

The exercise also covers road networks, drainage systems and hard and soft landscaping at Mega Science Secondary School, Lamurde, as well as the furnishing and equipping of the schools in Lamurde, Hong and Gulak.

The projects are expected to strengthen educational infrastructure, improve student accommodation and support a more conducive learning environment across the state.

The ministry says its emphasis on transparent procurement, effective supervision and adherence to quality standards is intended to ensure that education projects deliver lasting benefits to students and communities across Adamawa State.
